University History

February 14, 1951 - Dr. Martin P. Posadas, son of Don Bernardino and Doňa Maria Posadas of San Carlos City, Pangasinan married Dra. Rosalina Quebral, daughter of Don Segundo and Doňa Maria Quebral of Manila. Dr. Mart graduated from University of Santo Tomas College of Medicine in 1949 while Dra. Rosie graduated from Centro Escolar University College of Dentistry.

While still a medical student at UST, the young Martin was already dreaming of building an educational institution that would offer, among other courses, their field of expertise, Medicine and Dentistry in a rural setting. He wooed and married Dra. Rosie Quebral, brought her to settle in San Carlos City, Pangasinan, the town that he passionately loved.

The VIRGEN MILAGROSA UNIVERSITY FOUNDATION (VMUF) started as POSADAS CLINIC in 1951 and was established at Bonifacio St., San Carlos, Pangasinan. It was a house in an old Spanish-type residence of a prominent landowner-businessman, one-time Municipal Councilor Don Bernardino Posadas. And later, it was renamed Posadas Medico-Dental Clinic with a 10-bed capacity, five of which were devoted for charity patients. It had provisions for surgical and X-ray services, considered to be the first in a rural area and the first air-conditioned operating room in those days. The Philippine Free Press in October 1955 featured this clinic in an article “Action in Pangasinan” as one of the few clinics in the country to give medical care to the poor in answer to the challenge of the late President Magsaysay.

The Posadas Medico-Dental Clinic became a 4-storey hospital and was renamed Virgen Milagrosa Hospital in 1957, in honor of their family patroness, Our Lady of Miraculous Medal.

In 1958, Virgen Milagrosa Hospital School of Midwifery was granted a permit to operate (the first such school north of Manila) and it brought students from all over the country. The first batch twenty-one (21) Midwifery graduates took the Board Exams in 1959 and scored a 100 percent passing rate where six (6) of whom garnered the TOP TEN places.


Two years later in 1961, Virgen Milagrosa Hospital School of Nursing (3-year course) was opened and since then more students came from all over the country. Nurses' homes were provided to accommodate students from far provinces. 1964 when the first graduates of the School of Nursing obtained a 100 percent passing rate in the board exams given that same year.

To meet the needs of growing number of patients, facilities, and students the construction of VMUF Complex started in 1969 in a 12-hectare site at Taloy District, San Carlos.
On May 1975, the Virgen Milagrosa Institute of Medicine Building was blessed and inaugurated. The first year classes in Medicine started in consortium with a medical college in Dagupan. New Courses were granted permit to operate: Health Aide & Secretarial Science. In 1976, the VM Institute continued on its own as a Foundation when the Consortium Scheme proved viable. 1979, the first 21 medical graduates had a very outstanding performance in the board exams when all of them passed (100 percent).

In 1972, the construction of VIRGEN MILAGROSA MEDICAL CENTER was started. It was completed, blessed, and inaugurated in February 16, 1974. It was a 100-bed capacity with ICU, CCU, and complete laboratory facilities.

June of 1976, VIRGEN MILAGROSA EDUCATIONAL INSTITUTION (VMEI) INC. was established. Other Courses were granted permits for Engineering (Civil, Mechanical, & Electrical), Dentistry, Veterinary Medicine, Physical Therapy, BS Nursing, Pharmacy, Radiologic Technology, BS Secretarial Administration, and Machine Shop–a–year technical course.

It was also the birth of the Institutes of Arts and Science and the Secretarial Science.

Permit to operate additional 4-year courses were: Animal Husbandry, Nutrition & Dietetics, Medical Technology and BS Biology was granted in 1977.

The VM Child Learning Center (CLC) was established in 1980 with Nursery and Kindergarten classes. Every year from then on, a new grade was added until the first elementary graduates finished in 1986.The Center was given full recognition in 1985.

The permit to operate two technical courses – Practical Electricity and Refrigeration & Air Conditioning was given in 1983. In 1983 when Computer Education Center was inaugurated by then first Lady Madame Imelda R. Marcos.

The permit was given to operate BS in Electronics & Communication Engineering (BSECE) in 1984. Perez Memorial Charity Service was blessed and inaugurated by Dona Consuelo Salazar-Perez on November 27, 1984.

Business Administration, Computer Education, Nutrition & Dietetics Courses were recognized in 1985.

The construction of the 5-storey VM Centrum started in 1986 and it was inaugurated in February 14, 1987, giving added elegance to the skyline of VMUF Complex. The Centrum is dedicated by the founders … “to all students who have passed and will pass thru the portals of the VMUF with fond hopes that they will serve the people in their chosen professions in the spirits of a true Christians”.

In 1987, the permit to operate was given to Special Science High School and after six years of excellent performance, VMSSHS was adjudged as “One of the Excellent Private Secondary Schools in Region I”

VMUF also administers two other secondary schools and that is the St. Dominic High School and the San Luis High School in Brgy. Talang.

January 5, 1994 marks the milestone in the school’s history. The institution’s dream of becoming a UNIVERSITY is now a reality. Secretary Armand Fabella signed the papers granting VMEI the university status effective on the said date. VMUF became a UNIVERSITY with Dr. Martin P. Posadas as the 1st President in March 12, 1994.

On July 6, 1994, our Dear Dr. Martin P. Posadas passed away and was succeeded by Dra. Rosalina Q. Posadas as the President of VMUF. The University hosted the Palarong Pambansa ’95 for Secondary Level in 1995. A year after the Associate in Computer Science was recognized in 1995, the BS Computer Science then followed.

October 19, 1996, Dra. Rosalina Posadas passed away and in March 12, 1997, Dr. Ma. Lilia P. Juan was installed as the 3rd President of VMUF.

In 1998, College of Physical Therapy made a record in the history of VMUF as Ms. Jacquueline F. Nilo made it to the 1st Place in PT Board Examination.

Government permit was given to a 2-year Hotel and Restaurant Management TESDA course and has applied for Biomedical Technology in 2001.

The following year, the 2-storey Engineering Building and construction of student shade in front of VM Centrum was completed.

In 2003, the college of Veterinary Medicine had produced 3-straight years (Grand Slam) Board topnotchers.

VMUF is also proud to announce a new record of 100% passing rate for the students of Nursing and Midwifery.

Dr. Ma. Lilia P. Juan, VMUF President, received an award from PACU-COA for Virgen Milagrosa University Foundation as one of the TOP TEN Institutions with the most number of accredited programs (Category A) last December 13, 2004.

The year 2005, saw the completion and consecration of the University Chapel with Archbishop Oscar V. Cruz as the Mass Celebrant, and proclaimed the institution as a Catholic University.

On the same year, VMUF became the very first School in Region I to offer Medical Transcription (MT), the newest and in demand program in the country.

Also in 2005, VMUF was ranked 3rd in REGION I and No. 1 in Pangasinan on the 5 years Nursing Board Performance as released by the CHED and PRC through Manila Bulletin issued October 28, 2005 page 9.
